Notarization is the witnessing of a signature to a document by a person authorized by the government to do so. Many legal processes require notarized signatures.It's an anachronistic process, dating back to Roman times, and it's used heavily in governments down to the most local levels. It's not surprising that it would be resistant to change, especially change involving complex technology.
